Russian MFA on the Launch of a Global Review Mechanism for Implementation of UN Convention against Corruption |

The Open-ended Intergovernmental Implementation Review Group of the United Nations Convention against Corruption (CAC) has concluded its work in Vienna. It was attended by prominent anti-corruption experts from more than 100 countries.
Russia fielded an impressive delegation led by Alexander Zmeyevskiy, Permanent Representative of the Russian Federation to the International Organizations in Vienna, and comprising officials from the Presidential Administration, Prosecutor General’s Office, the Ministries of Interior, Foreign Affairs, Finance, and Justice, the Federal Financial Monitoring Service (Rosfinmonitoring) and the Federal Security Service (FSB).

The main outcome of the Group was the launch of a review mechanism for the implementation of the “anti-corruption” UN Convention, approved by the Conference of the States Parties to the CAC in Doha (November 2009). This is the United Nations’ first anti-crime review mechanism based on the principle of peer review.
As a result of the drawing of lots Russia will conduct a review of Lithuania (together with Egypt) and Niger (together with Djibouti) in 2010, and in 2011 our country will be an object of review.
We welcome the strong commitment by the Group to combine efforts in combating corruption, which stands in the way of development and modernization of our states. We believe that a balanced, based on respect for the sovereignty of states, mechanism for the review of implementation of the CAC will constitute a guarantee of the effectiveness of anti-corruption efforts at the global level.
