A Saami Assembly (parliament) was established in Murmansk on December 12th. Kuelnegk Soamet Sobbar (Kola Saami Assembly) consists of 9 representatives, elected by the altogether 73 delegates representing Saami communities in Murmansk Oblast. Valentina Vyacheslavovna Sovkina was elected Chair of the Assembly at its first meeting, following the 2nd Saami Congress.
The first Assembly of the Saami people in Murmansk Oblast, Kuelnegk Soamet Sobbar, was established on December 12th 2010. The 2nd Congress of the Saami people of Murmansk Oblast was held in Murmansk, and 73 delegates of 89 elected ones, representing Saami communities in Murmansk Oblast, elected 9 representatives for the Assembly.

The Kuelnegk Soamet Sobbar consists of: Chairwoman Valentina V. Sovkina (Lovozero), Nina E. Afanasyeva (Murmansk), Aleksandra Artieva (Krasnoshelie/Murmansk), Andrey Danilov (Monchegorsk), Alexey Kolosov (Moshnikov) (Murmashii), Olga Egorova (Murmansk), Valery Tkachev (Lovozero), Nina Ezhova (Revda) and Tatyana Tsmykailo (Jona).
