Putin met with CEOs of Statoil and Total after Shtokman Development Board meeting

Russia`s Prime Minister Vladimir Putin and Deputy Prime Minister Igor Sechin, met on Friday with Statoil CEO Helge Lund and Total CEO Christophe de Margerie. They discussed plans for joint projects, in particular the development of the Shtokman and Kharyaga fields. Putin confirmed the willingness of the Russian government to support the Arctic energy projects with favorable tax conditions: “ As you know, we have taken several tax decisions at the federal and regional levels. The Murmansk authorities have also adopted decisions that will create favorable conditions for implementing the Shtokman project”.

The regular meeting of Shtokman Development AG (SDAG) Board of Directors was held in Moscow on March 29, 2012. Based on the decisions of the December meeting, the Board reviewed the whole scope of issues related to the Project Final Investment Decision (FID).

The heads of Gazprom, Total and Statoil have decided in Moscow to postpone the investment decision for a start of the giant Shtokman gas development project for another 3 month, online media report in Russia. In the meantime the consortium partners are supposed to meet Prime Minister and future President Vladimir Putin, who is a supporter of the ambitious project in the Barents Sea.

On March 12, 2012 a Frame Cooperation Agreement was signed by Shtokman Development AG (SDAG), Moscow State Institute (University) of International Relations of the Ministry of Foreign Affairs of the Russian Federation (MGIMO) and the International Institute of Energy Policy and Diplomacy of the Moscow State Institute of International Relations MIEP-MGIMO). The document was signed by Alexei Zagorovskiy, Chief Executive Officer, SDAG, Anatoly Torkunov, MGIMO President, member of the Russian Academy of Sciences, Professor Valery Salygin, Director of MIEP.
Deputy Prime Minister and Gazprom Chairman Zubkov: Investment decision for Shtokman before 1 April

On January 25-26, 2012 in Oslo (Norway) took place the 10th jubilee Russian-Norwegian oil and gas conference dedicated to oil & gas field development on the Arctic shelf and perspectives of Russian-Norwegian cooperation in this sphere. The event was attended by State Secretary of Ministry of Oil Industry and Energy of Norway P.R. Henricsson, Deputy Minister of Natural Resources and Environment of Russia D.G.Khramov, 240 Russian and Norwegian specialists, as well as oil & gas professionals from Canada and Greenland. During the conference the issues of technological, economic and environmental aspects of Arctic hydrocarbon resources development were reviewed, as well as issues of training specialists for the needs of joint projects.
